About Us
Harlem Park East Community Development Corporation, Inc. is a non-profit housing agency committed to the availability of adequate affordable housing in Maryland. HPECDC to meet the need of the underserved low-income communities to access affordable finance and housing. So, we want to be the resources that our residents rely upon to further lives and create individual wealth though homeownership.
Simultaneously, HPECDC is stabilizing and revitalizing low-income neighborhoods by rehabilitating distressed properties into quality affordable homes.
Harlem Park East CDC Development was founded by Maisha McCoy and Joshua Tearnan out of a need for quality housing counseling services in Harlem Park in Baltimore City. The Freddy Grey riots of 2015 tore through our neighborhood and Ms. McCoy, who owns Breathe4Sure Pharmacy, was one of the many businesses that was looted and had to rebuild in the aftermath.
With a shared vision to re-build a devastated community HPECDC was born.
Since our founding the staff and services of HPECDC continue to grow.
